Generic Position Summary

As a member of the professional staff, contributes specialized knowledge and skill in a discipline (e.g. Accounting, Finance, Human Resources, Information Resources, Operations Planning & Support, Sales & Marketing) area to support team and/or department business objectives. Generally, works under limited supervision, but within established guidelines, producing and analyzing more complex business information to assist in the decision-making process. Responsible for selection, supervision and development of staff in accordance with company policies and procedures.

Specific Job Summary

As an extension of the Payroll Services team, reporting to the Director of Payroll Services, the Senior Manager Payroll Tax & Analysis (the Position) is responsible for managing the company’s compliance with local, state, federal and provincial tax requirements for all US payrolls, including U.S.V.I. and Puerto Rico, inclusive of established audit requirements. The Position will provide coordination and oversight over the tax and compliance work of the third-party vendors and to ensure the accurate and timely filing and remittance of payroll tax payments with local, state, federal and provincial entities.

Specific Expected Contributions

Tax and Compliance

  • Provide coordination / oversight over the tax and compliance third-party vendor(s) to ensure integrity and accuracy of filings of employment taxes for all US and USVI and Puerto Rico entities. This includes periodic, quarterly, and annual filings.
  • Execute and/or review operational reconciliations, audit reports and resolve variances.
  • Ensure accuracy of payroll tax deposits, returns, as well as balance the system of record (Workday) to the third-party vendor tax software.
  • Work with third-party vendor to develop / maintain payroll tax policies and procedures for all US, USVI and Puerto Rico payrolls.
  • Provide ideas, solutions, and tools to increase the effectiveness and efficiency of payroll tax processes.
  • Manage the timely resolution of tax notices with agencies.
  • Oversee state registrations for tax purposes.
  • Serve as subject matter expert regarding federal, state, local and provincial payroll tax and reporting, including providing US, USVI and Puerto Rico payroll tax expertise to support corporate initiatives.
  • Provide coordination and oversight over ADP Compliance Services to ensure accuracy and timely filings/issuance of year end statements.
  • Ensure the integrity of payroll tax data contained in the payroll database.
  • Advise and assist with taxation issues for expats and cross-border associates.
  • Implements procedures and ensures compliance with all internal policies and controls as well as compliance with external laws and regulatory guidance and SOX requirements.
  • Responsible for monitoring all activities necessary to accomplish the organization’s payroll tax processing objectives, and ensuring control procedures have been established.
  • Performs payroll data analyses as needed in support of payroll compliance and reporting objectives and related projects.


  • Leads payroll related audit efforts, interfacing with external auditors and state and federal agencies.
  • Assist in both internal and external audits.

Business Partnering

  • Aid Corporate Tax and other functional areas regarding payroll tax for changes in legislation and projects as well as systems / technology changes to adapt to changing regulations.
  • Communicates information effectively, translating financial data into meaningful information that support business decision-making
  • Liaise with F&A team to setup and review creation or changes related to employing entities (as needed). Participate in any efforts to consolidate or realign staff among employing entities.
  • Work with benefits team, benefit/payroll accounting team and the payroll consultant teams on quarterly and year-end processes impacting payroll taxes. This includes testing and validation of third-party system patches.
  • Work with benefits team on any new implementations that impact payroll taxes. This would include testing and the creation of specific testing scenarios. Update payroll system tax deductions, tax tables and third-party tax interfaces.
  • Advises, builds and maintains successful relationships with cross-functional teams, VF coalitions, and VF management on company policies and procedures. Independently handle complex tasks such as escalation management, report analysis and communication to key stakeholders.

Additional Responsibilities

  • Respond to associate and management inquiries related to payroll taxes.
  • Liaison with senior leaders over payroll matters.
  • Support the Payroll team with the timely response to complex associate queries, including any changes to the expatriate payroll.
  • Maintains professional knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Informs and/or updates the executives, the peers and the subordinates on relevant information in a timely manner.
  • Other ad hoc payroll or tax analysis and accounting projects/tasks.
  • Performs other duties as assigned.

Generic Candidate Profile

Successful candidates should possess knowledge and experience and demonstrate strong leadership and relationship skills as follows:

Generally, a professional position requiring significant knowledge and experience in one or more disciplines and/or business operations and associate management.  College degree and/or relevant experience generally required.

Specific Candidate Profile


  • Bachelor’s degree or equivalent payroll tax or accounting/finance experience.
  • Certified Payroll Professional (CPP) preferred and an advantage.


  • Minimum of three (3) to five (5) years’ experience within a Finance / Accounting / Payroll environment is required
  • Strong knowledge of federal, state and local payroll taxes required
  • Experience working in a large multi-state employer required
  • Proven experience partnering with external agents / agencies (Government, Courts, benefit providers etc.) is required
  • Workday/Payroll experience preferred
  • Understanding of share-based remuneration schemes and tax requirements (inclusive of stock options, restricted stock awards etc.) is an advantage
  • Basic general ledger knowledge strongly preferred and an advantage
  • Proficient in Microsoft Office, specifically advanced Excel (knowledge of Access an advantage)
  • Proven experience highlighted strong analytical and systems skills and experience
  • Ability to work independently and manage deliverable in a high-pressure environment
  • Strong inter-personal oral and written communication skills required
  • Team player, positive attitude and passion for partnerships desired.
