Generic Position Summary

Location is a remote-work role preferably based in the Palm Springs, Newport Coast or San Diego area.  

As a member of the West HR Regional Team, the position is responsible for understanding California labor law and to ensure Marriott Vacations Worldwide properties within California are compliant with the state/local labor laws.  Additionally, the position is responsible for putting in place auditing procedures to ensure California State Law compliance.  Generally, works under limited supervision, but within established guidelines, producing and analyzing more complex business information to assist in the decision-making process.  

Specific Job Summary

This position will report directly to the Regional Sr. Director of Human Resources of Resort Operations, with a dotted line to the Regional Director of Human Resources for Marketing and Sales and will be an integral member of the Regional RO/M&S HR Team. The HR Compliance Manager works as a member of the Regional Human Resources (HR) Team and with property HR representatives contributing a high level of Specific HR knowledge and skill to support the achievement of business and human resource objectives, as well as contribute significantly in all aspects of strategic business leadership and operations management. The incumbent will work within the appropriate business guidelines, but generally works with considerable independence on regional and market based issues and initiatives including but not limited to developing operating plans and related operational processes to lead implementation, sustainability, and compliance of all human resource strategies, policies and programs and driving alignment with broader business objectives. The HR Compliance Manager will ensure alignment with Regional programs/initiatives. The incumbent will work at the properties which s/he supports. In addition, the incumbent will act as the lead individual to track, then establish company practices for compliance with labor laws in markets applicable to Marriott Vacations Worldwide.

Specific Expected Contributions

Strategic HR Support

  • Provides strategic Human Resources support to Market Resort Operations and Marketing and Sales teams.
  • Proactively identifies Human Resources Management needs, develops and implements strategies for addressing and resolving associate and business needs.
  • Acts as an HR Business Partner and internal consultant to Resort Operations, Marketing and Sales managers and associates at all levels by providing specific knowledge on Labor Law and the successful integration of systems to ensure compliance.
  • Designs and develops programs, policies and practices to ensure that the organization complies with federal, state and local regulatory requirements.
  • Tracks delivery against compliance program objectives.
  • Tracks relevant laws and regulations, implementing procedural changes. Prepares compliance reports and conducts audits.
  • Fosters continuous improvements in the HR and RO organizations by analyzing processes, monitoring effectiveness, and make recommendations for changes and enhancements.
  • Assists with division Human Resources/RO projects and initiatives from inception to completion.
  • Ensures alignment with all resorts in the state of for programs and initiatives.
  • Engage in close partnership with Regional HR Teams, RO Area Director, GMs to drive HR systems and talent management excellence, organizational effectiveness and continually assess and address market level HR trends and opportunities.
  • Monitors compliance specific to Meal break/Rest break compliance
  • Attending quarterly department meetings to document education of Rest Break allowances for all hourly paid associates.
  • Offers up to date information on legislative and judicial actions that will impact the site and works in conjunction with the Regional HR team to implement strategies to remain compliant
  • Attends local HHRA meetings and HR Business Councils to stay current with any relevant information on Recruiting efforts, Labor organization and compensation in the market.

Talent Acquisition

  • With guidance from the Senior Director and HR RO, Regional Sourcing Manager, Talent Manager and Talent Acquisition Manager, supports the RO recruiting process in conjunction with applicable State labor laws.

Talent Management

  • Trains on Specific Labor Laws for all managers/supervisors and tracking new managers and leadership promotions in the State to ensure managers are well-versed in managing a workforce in their applicable location.


  • Collaborates with Compensation to ensure appropriate internal and external pay equity.
  • Evaluation/analysis/planning process and meetings for market.
  • Assists Compensation in FLSA review.

Associate Relations

  • Manages associate relations issues/investigations working with specialized corporate departments (Legal, Internal Investigations) to ensure related issues are assessed for risk and provide effective organizational resolutions.
  • Responds to third party complaints with advice of legal counsel. Represents the company’s position as required.
  • Analyzes and supports Labor Relations Index (LRI) and Market Labor Reports (MLR)
  • Responds to third party activities, coordinates strategies, and engages specialist resources to mitigate third party activity and impact.

Policies & Procedures

  • Interprets and effectively communicates HR policies and procedures to all levels of the RO market.
  • Develops, reviews, and monitors systems, procedures and processes within departments to ensure compliance and/or proper application of company policies and governmental regulations including but not limited to Title VII, FLSA, FMLA, PDL, CFRA and ADA.
  • Anticipates, provides guidance on, and assesses risk on complex associate relations decisions and actions ensuring consistency, fairness, and limited exposure to the Company.


  • Perform other duties as appropriate.
  • Provide systemic approach to ensure compliance to HR policies as required by federal, state and Marriott Vacations Worldwide regulations (audits, tracking systems, data review, etc.).
  • Significant travel required within the region for support and property visits and regular visits to corporate where applicable.

Generic Candidate Profile

  • Successful candidates should possess knowledge and experience and demonstrate strong leadership and relationship skills as follows:
  • Generally, a professional position with specific knowledge and experience in a discipline (e.g., Accounting, Human Resources, Information Resources) and associate management. College degree and/or relevant experience typically required.

Specific Candidate Profile


  • Bachelor’s degree or equivalent HR experience required.
  • Graduate degree in Human Resources or related field preferred.
  • PHR or SPHR certification preferred to include CA and other state certifications
  • Compliance related certifications preferred.


  • Five (5) plus years of progressive Human Resources generalist experience with a minimum of 5 years in a management level or 5 (five) plus years of work experience related to HR compliance and employment law related.
  • Multi-unit experience preferred.
  • Experience as a generalist in all aspects of Human Resources including Compliance, Associate Relations, Compensation and Benefits, Staffing, Development, Organizational Effectiveness, etc. or experience as a specialist in one of these HR functional areas.
